China’s E-cigarette Regulation: 2FIRSTS Empowering the Industry Chain

As China’s e-cigarettes are gaining momentum to go abroad and the country’s e-cigarette regulatory policy is officially in place, the organizers of InterTabac invited Jason Tian, Director of Development of 2FIRSTS to give a public lecture on “China’s e-cigarette policy, tobacco monopoly licenses and its impact on the e-cigarette trade” to the visitors. InterTabac is one of the world’s largest tobacco exhibitions tradeshow.

Jason shared the 20 years history of vaporization as the starting point and shared the export data of Chinese e-cigarettes and major overseas markets.

90% of the world’s e-cigarettes are manufactured in China, where e-cigarettes were born. The “2022 China E-Cigarette Industry Export Blue Cover Report”, a joint production of ECCC and 2FIRSTS, shows that in 2022, the growth rate of the overseas global e-cigarette market size is expected to maintain 35%, while the expected total size will exceed $108 billion USD. In 2021, China’s total e-cigarette exports were 138.3 billion RMB (19.8B USD), and are expected to reach 186.7 billion RMB (26.7B USD) in 2022, with a growth rate of 35%. Among them, disposable e-cigarettes accounted for 65%, open e-cigarettes accounted for 17%, pod vapes accounted for 8%, and the exporting countries and regions were mainly the US, the EU, Russia and the UK, accounting for 93% of the export value.

Jason also explained the industry chain perspective of China’s e-cigarette regulatory system. With the implementation of the policy, China’s e-cigarette industry is formally incorporated into the regulation with reference to cigarettes, and the regulatory body and product attributes are clearly defined. “Measures for the Administration of Electronic Cigarettes” will be officially implemented on October 1. Production, wholesale and retail of e-cigarette entities, are required to obtain a license. What’s more, the nicotine content of products to be sold in China is strictly limited, and they must go through the technical review of the State Tobacco Monopoly Bureau before going on to the market.
